Disable Topic Watching 1.0.0
phpBB 2.0 contains a feature called "topic watching," which can send forum members an e-mail notification when selected topics receive new replies. It is very useful in most cases, allowing members to be alerted if an important message is answered. Many other modifications have been created to expand on this feature.
On the other hand, sometimes topic watching is undesirable, from an administrator's perspective. In cases of forums that should not generate e-mails, or have been sending too many e-mails, it could be good to remove this feature. This modification does exactly that by hiding the options to monitor a topic and disabling the code that actually send out the notification e-mails.

- Tested only on this phpBB version. May have unpredictable results on other versions.
