Where to download Shop 3.1.0

I'm am thoroughly confused as to what to do. I've found that I cannot add the Effects Store mod because I only have Zarath's Shop 3.0.2, which is the only one I could find. His site downloads with 3.0.6 is not working either. You say that the newest Effects Store mod only works with Shop 3.1.0 and I've looked everywhere but can't find anyplace that has this for download. So my question is....Where do you find this thing for download????? Or is there an older version of Effects Store that I can download that will work with Shop 3.0.2?

Yeah, I'm now totally lost on trying to set up the Effects store. I guess I nede 3.1.0. I got a "shop does not exist!" error when I tried without it.

Shop 3.1.0 was only available on Zarath's site, but it seems to be having problems now. I recently uploaded it here for someone else:
