enable/disable features from the admin panel?

Does anyone know if there is a mod that will allow a admin to enable/disable certain mods from the admin panel? I know it has to be possible, because the fully modded forums have something like this. Thanks for your help.

The fully modded forums use a custom script created specifically for those forums. Some mods have enable/disable features built in, but those that don't require extra custom coding to add it.

Those that don't is there some type of generic, or universal switch code that can be applied? I'm assuming it would need to be implemented in the admin panel as well as the core mod files?
I guess I'm asking if there is something like the if logged in/ if logged out type of switches could be used, or would it require a lot more coding? |

It has to be unique for each mod. The admin panel portion could be fairly standard and the same across most mods, but the rest has to be tailored to the individual mod being used and the edits it makes to the code.
