Disallow not Disallowing

I have installed contact list 0.3.1 on my forums. The add buddies is working great although the pop-up comes up every time I load the index page and it is blank.-fixed see below

The second difficulty I am having is that people on disallow lists are still able to send private messages.

Edit: I got the pop-up working ok now after using the code from phpBBhacks.com that someone suggested from the old pre-modded overall_header.tpl file. Still can not seem to get the disallow to work though.

Any suggestions as to what to try?

How did you get rid of the popup?
